Objective

  • Provide basic framework and macro strategies for comprehensive rural developments towards developed, attractive and profitable rural areas.
  • Ensure planning and implementation of rural programs and projects being executed by Ministry of Rural and Regional Development (MRRD) Departments/ Divisions/ Agencies according to MRRD established objectives and policies.
  • Provide basic framework and macro strategies for rural development.
  • Structure, coordinate and evaluate human capital development strategies and rural socio-economic imbalance.
  • Collect and provide complete database for MRRD planning and programmes/ projects evaluation.
  • Manage the international affairs on rural development and poverty eradication.
  • To promote and increase the involvement of Government Agencies and Non-Governmental Organisations (NGOs) in rural development.

Function

Policy Unit (D1)

  • Plan, coordinate and develop macro and sectoral policy framework;
  • Plan and coordinate the implementation of national key policies, which emphasise on human capital development, institution, economic, ICT and rural infrastructure;
  • Prepare and coordinate input for the Outline Perspective Plan (OPP), Five Year Development Plan, Annual Plan and Mid-term Review Plan;
  • Collaborate with central agencies to develop rural development policies through the Inter-Agency Planning Group (IAPG) and Technical Working Group (TWG) meetings;
  • Coordinate and provide input on macro and sectoral policies relating to rural development;
  • Secretariat to Rural Development Council
  • MRRD’s focal point for government policies related to rural development ;
  • Provide feedback for Cabinet Memorandum and parliamentary questions;
  • Secretariat to MRRD Policy Committee (JKD); and
  • Secretariat to MRRD Cost of Living Committee (JKSH).

 

Data and Analysis Unit (D2)

  • Prepare, collect and analyse data and statistics of rural development;
  • Identify, analyse and consolidate results and implications from studies/ surveys conducted by other ministries/ agencies, as input to rural development policy and strategy.
  • Evaluate and study MRRD current programs to give added value and remain relevant;
  • MRRD focal point for National Physical Planning and National Rural Physical Planning Study by Ministry Of Urban Wellbeing Housing And Local Government
  • MRRD Focal Point for Economic Development Sector;
  • Secretariat for MRRD ‘War Room”; and
  • Provide feedback for Cabinet papers and parliamentary questions.

 

International Relations Unit (D3)

  • Plan and coordinate MRRD international programmes and activities;
  • Manage and coordinate issues on rural development and poverty eradication at international level especially under ASEAN;
  • Focal point for AMRDPE, SOMRDPE, AARDO, and CIRDAP;
  • Focal point for ICT related activities at ASEAN level;
  • Coordinate Malaysia’s participation in international courses/ seminars relating to rural development and poverty eradication;
  • Establish cooperation and smart partnerships with Foreign Ministry and international organizations;
  • Manage and coordinate financial assistance and expertise to regional organisations;
  • Manage visits from foreign ministers and government officials to MRRD and conduct briefings on MRRD;
  • Organize and coordinate official overseas trips for MRRD Minister and officials;
  • Compile data and information from other countries; and
  • Provide feedback for Cabinet papers and parliamentary questions.

 

Planning Unit (P1)

  • Plan and coordinate Rural Transformation Programmes;
  • MRRD focal point for Human Capital Development Sector;
  • Prepare speech for MRRD key meetings / functions;
  • Develop smart partnerships with Central Agency/ other agencies (IRDA, ECER, PEMANDU);
  • Consult with other ministries and agencies to gather information on development plan
  • Secretariat to the Technical Committee on Native and Indigenous People Rights in the National Human Rights Action Plan Malaysia (NHRAP)
  • Secretariat to Rural Transformation Main Committee (JITLB)
  • Provide feedback for Cabinet Memorandum and parliamentary questions.

 

Planning Unit (P2)

  • Plan, prepare and develop the Strategic Development Plan, aligned with the national policies;
  • Design, prepare and formulate Risk Management Plan;
  • Manage and monitor the implementation of Strategic Development Action Plan and Risk Management Action Plan;
  • Focal point for youth/ woman/ family/ society issues;
  • Coordinate Star Rating assessment for Strategic Planning Division;
  • Provide feedback for Cabinet Memorandum and parliamentary questions

 

Meeting and Parliamentary Secretariat Unit (P3)

  • Secretariat to MRRD Management Meeting and Post-Cabinet Meeting;
  • In charge of parliamentary matters including:
  1. Determine Senate and House of Representatives’ questions that relevant to MRRD;
  2. Coordinate answers for written and verbal parliamentary questions; and
  3. Coordinate input for Senate and House of Representative Session
  • Draft the Royal Address for the Opening Session of Parliament; and
  • Provide feedback for Cabinet papers

 

Cabinet Secretariat and Administrative Unit (P4)

  • Coordinate MRRD Cabinet Papers/ Memorandum;
  • In charge of administration of Strategic Planning Division including asset, supply, human resource, procurement and financial matters;
  • Coordinate papers for key meetings (Conference of Rulers, Secretary Generals and Heads of Service Meeting, Menteri Besar and Chief Ministers’ Meeting, National Land Council Meeting;
  • Manage and coordinate feedback on decisions by Cabinet and other major meetings (Conference of Rulers, Secretary Generals and Heads of Service Meeting,  Menteri Besar and Chief Ministers’ Meeting, National Land Council Meeting);
  • Secretariat to Coordination Meeting between Minister of Rural and Regional Development with Rural Development Exco (MEXCLUB); and
  • Provide feedback for Cabinet papers and parliamentary questions.
