Concept

This programme provides financial and management assistance to enable the target groups to participate in courses on attitude transformation, motivation and human development. The aim of the programme is to develop the minds and attitudes of the target group to be more motivated to improve knowledge, skills and increase family earnings.

Target Groups

Rural hardcore poor population who are productive, consisting of Head of Household (Ketua Isi Rumah or KIR), Housewife (Suri Rumah or SR) and Members of Household (Ahli Isi Rumah or AIR) who are not school-going, are productive and registered under the e-Kasih System or KIR Hardcore Poor Information System – SPKR System.

Components and Amount of Aid

This programme involves such course components such as motivation and attitude transformation, human development, personality camps and happiness workshops as well as and family excellence (all courses may have study visits). Each component is tailored to suit the target group category.

For each category of courses, the maximum financial aid for each participant is RM1, 500.

Implementation Method

These programmes are identified through the appointed implementing agencies as follows:

  • State Development Office / Federal Development Department
  • KKLW Agencies
  • Non-governmental Organisations (NGOs) and private companies sector
  • Other Ministries / Agencies

The program will be carried out through the implementing agencies in the states that will use the services of the course provider companies registered with the Ministry of Finance.

* Note: In the year 2007, this programme will not be implemented by MRRD and to be taken over by the Economic Planning Unit (EPU), but from 2008 onwards, it will again be implemented by MRRD
