Objective

  • The Key Performance Indicators (KPI) Unit main objective is to coordinate the preparation, implementation and monitoring of KPIs by all the Divisions/Departments/Agencies under the Ministry of Rural and Regional Development (KKLW) for the Minister and Secretary-General (KSU).
  • Minister’s KPIs which are endorsed by the Prime Minister are identified based on National Key Result Areas – Rural Development (NKRA-RD) together with Ministerial Key Result Areas (MKRA) aimed at implementation of high impact programs for the well-being of the people, especially those in rural areas and also on Government service delivery.
  • KSU’s KPIs also involves NKRA-RD and MKRA components with additional component of Governance & Accountability which includes KPIs by a number of Monitoring Agencies such as the National Audit Department, Ministry of Finance, Malaysia Administrative Modernization and Management Planning Unit (MAMPU) and Implementation Coordination Unit(ICU). KSU is in Tier 1 among the Senior Executive Civil Service Jobholders (PPTA).
  • Since the year 2015, the KPI Unit has developed the KPIs for Tier 2 PPTA officers and starting from the year 2018 to take over the overall monitoring of the NKRA-RD KPIs as well as responsible for KPIs management for all KKLW PPTA officers

Function

Minister and Secretary-General Key Performance Indicators

  • Identify and recommend the Key Performance Indicators (KPIs) for the Minister and Secretary-General (KSU) based on the National Key Result Areas – Rural Development (NKRA-RD) and the Ministerial Key Result Areas (MKRA) to be endorsed by the Prime Minister;
  • Develop KPI’s documents to measure and monitor the performance that leads to the achievement of goals for the service to the people and the implementation of good and efficient governance;
  • Coordinate inputs on implementation and monitor KPI-related programs between the Ministry with the departments and agencies to achieve the KPI targets that have been set;
  • Coordinate and prepare the KPI Monthly Achievement Reports of the Minister to the Civil Service Delivery Unit (CSDU) a unit under the Prime Minister Department’s Economic Planning Unit (EPU) and KSU’s KPI Quarterly Performance Report to the Service Division, Public Service Department (JPA);
  • Coordinate discussions on issues and problems related to Minister’s KPI or KSU’s KPI with CSDU, JPA or other Monitoring Agencies.
  • Coordinate and prepare performance evaluation reports of KPI’s achievement for the Mid-Year Review, Year-End Review and Cabinet Away Day sessions between Minister and Prime Minister;
  • Monitor and prepare reports on recent initiatives under NKRA-RD and MKRA which also include initiatives related to Bumiputera Economic Empowerment (PEB) as well as actions taken on the Auditor-General’s Report; and
  • Assist and monitor the implementation of 360° Assessment exercise for the PPTA Tier 1.

Senior Executive Civil Service Jobholders (PPTA) Tier 2 Key Performance Indicators

  • Identify and propose PPTA’s Key Performance Indicators (KPIs) based on their organisations and scope of duties;
  • Help develop documents to measure and monitor the performance of KPIs set out to achieve the main goals as follows:
    • enhance the competitiveness of ministries;
    • efficiency and effectiveness of service delivery; and
    • good governance and efficient implementation;
  • Coordinate the input of implementation of PPTA KPI-related programs within the Ministry, departments or agencies to achieve the KPI targets that have been set;
  • Assist in coordinating the preparation of PPTA KPI Quarterly Reports along with the KKLW Human Resource Development Division to be submitted to the Service Division, Public Service Department (PSD) on schedule;
  • Participate in negotiating issues and issues related to PPTA KPI’s with JPA or other Monitoring Agency;
  • Assist and monitor the implementation of 360° Assessment exercise for the PPTA Personal Effectiveness component; and
  • Participate in the Human Resource Development Panel’s (PPSM) Meeting for the annual appraisal of the PPTA officers.
