The 2009 MRRD Client Charter Achievements

1 Preparation of Quality Basic Infrastructure, Utilities and Social Amenities

  • Village Road Project does not exceed 12 months from the date the warrant is issued;
  • Social Amenities Project does not exceed 12 months from the date the warrant is issued;
  • Village Street Lighting Project does not exceed 12 months from the date the contract is signed;
  • Rural Electricity Supply does not exceed 18 months from the date the contract is signed; and
    • Rural Water Supply (BALB) for alternative and reticulation projects does not exceed 12 months and 18-24 months for plant projects.

All projects carried out under the Social Amenities Projects do not exceed a period of 12 months.

All Village Street Lighting Projects in Peninsular Malaysia, Sabah and Sarawak were completed within 12 months.

All preparations of the Grid Line Rural Electricity Supply Project (BELB) for Peninsula Malaysia, Sabah and Sarawak were completed within 18 months.

Reticulation projects were carried out under the Rural Water Supply Programme (BALB) within 7 months from July 2009 to January 2010. For the alternative project, a warrant was issued in May 2009 and the project was completed in December 2009. Implementation periods of plants are as follows:

2  Hardcore Poverty Eradication

  • Finalise the eligibility status of SPKR programme applicants to be either the hardcore poor or poor category within 2 months;
  • Ensure the application results for the Income Improvement Programme (PPP) and Career Training and Skills Programme (PLKK) are submitted to the implementing agency within 3 months;
  • Ensure the implementation of the Housing Assistance Programme (PBR) – build new within 6 months and repair work within 4 months of the date of approval; and
    • Elevate KIR MT from hardcore poverty line through Agropolitan projects within 30 months.

The eligibility status of SPKR MRRD assistance programme recipients was finalised immediately by downloading the name list from the e-Kasih system.

A total of 38 out of 43 applications for the Income Improvement Programme were resolved in less than 3 months, while 24 applications were approved in less than 3 months.

A total of 19 applications for the Career Training and Skills Programme were resolved within 2-3 months while 5 applications were successfully completed within 1-2 months.

A total of 17,310 units of new houses under the Housing Aid Programme (PBR) were built.

(TW Division)

Out of the total 9 agricultural projects operated, 2 projects received participants, namely the Gahai Agropolitan and Banggi Island Agropolitan projects, while 6 more projects are in various stages of implementation.

For Gahai Agropolitan, 50 participants have moved in. Within 17 months (until 31 December 2009), their average income had reached RM700 per family. (The poverty line in Peninsula Malaysia is RM440.)

For Banggi Island Agropolitan, 87 participants have moved in. Within 5 months (until 31 December 2009), their average income had reached RM500 per family. (The poverty line in Sabah is RM540.)

 

3  Human Capital Development

  • Conduct rural management training for 10,000 l grassroot level leaders a year;
  • Conduct the Rural Action Plan Workshop involving 3,000 villages every year;
  • Provide pre-school education to 190,000 children a year;
  • Provide early childhood education (Kindergarten) to 900 children a year;
  • Provide skill training at Malaysian Skill Certificate (SKM)/diploma level for 2,220 participants a year; and
    • Ensure all MARA sponsored students abroad receive their monthly allowance before the following month.
(INFRA)A total of 11,085 participants were trained in a variety of rural management training programmes.

A total of 153 villages were successfully involved in the Rural Action Plan Workshops.

(KEMAS)

A total of 189,047 children were enrolled in the pre-school classes.

A total of 4,427 children wereenrolled in the Early Childhood Education classes (Kindergarten).

(KEMAS/JHEOA/KEDA)

A total of 575 participants were trained in various of the Malaysian Skill Certificate (SKM)/Diploma levels.

(MARA)

All disbursement of the monthly allowance to MARA sponsored students abroad were successfully made before the following month.

 

4  Rural Economic and Industrial Activities

  • Provide entrepreneurial training and guidance to 5,000 entrepreneurs and aspiring entrepreneurs a year;
  • Conduct 6 series of entrepreneurial expositions and exhibitions and participate in 50 series organised by private and government agencies annually;
  • Offer the Rural Development Financing Scheme (SPED) by issuing loans within 53 days of the date the applicant submits the complete approval conditions; and
    • All complete MARA business and study loan applications will be determined in not more than 50 days.

A total of 4,649 rural entrepreneurs/prospective entrepreneurs were assisted through the Entrepreneur Training and Guidance Programme involving 170 series of courses and training.

A total of 1,063 rural entrepreneurs benefited from 56 marketing and promotional activities.

(Economic Empowerment Division)

A total of 325 Rural Development Financing Scheme (SPED) loan applications were approved and processed within the prescribed time.

(MARA)

A total of 5,394 MARA business loan applications were approved in a period not exceeding 50 days.

MARA study loan application is done manually and online.

Manual application is within 80 days while online application is within 60 days.

 

5 Programme to Bridge Urban and Rural Digital Divide

  • Programme to Bridge Urban and Rural Digital DivideSet up Rural Information Sources fully furnished with ICT equipment within 12 months of the date of appointment of contractors; and
    • Train at least 8,000 rural residents in ICT annually.

A total of 2 Rural Information Sources were completed in Felda Tembangau, Kemayan, Pahang and RKT Meranto, Gua Musang, Kelantan.

A total of 14,767 rural participants were trained in the ICT field.
